This development follows the Supreme Court&#8217;s nullification of a previously approved budget passed under the administration of suspended Governor Siminalayi Fubara.<\/p>\n<p data-start=\"638\" data-end=\"982\">Senate President Godswill Akpabio disclosed the request during Thursday\u2019s plenary, citing a presidential letter in line with constitutional provisions. The move comes amid ongoing emergency rule in Rivers State, which has been under a Sole Administrator since a <strong data-start=\"900\" data-end=\"940\">March 2025 Presidential Proclamation<\/strong>, later ratified by the National Assembly.<\/p>\n<p data-start=\"984\" data-end=\"1154\">The proclamation had removed Governor Fubara, his deputy, and the entire State House of Assembly over what the federal government termed a \u201cnear breakdown of governance.\u201d<\/p>\n<p data-start=\"1156\" data-end=\"1381\">With no functioning state legislature, Tinubu reworked and forwarded the appropriation bill directly to the Senate.
