Amid ongoing delays in the rehabilitation of Nigeria\u2019s three major refineries<\/strong>, the Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN)<\/strong> has called on President Bola Tinubu<\/strong> to personally intervene and establish a clear completion timeline.<\/p>\n

The refineries in question\u2014the Port Harcourt Refinery (new and old), Warri Refinery, and Kaduna Refinery<\/strong>\u2014have consistently missed deadlines despite repeated assurances from the Nigerian National Petroleum Company Limited (NNPC)<\/strong> and its contractors.<\/p>\n

PETROAN Demands Presidential Panel on Refinery Delays<\/strong><\/h3>\n

In a strongly-worded statement on Monday, PETROAN\u2019s National Public Relations Officer<\/strong>, Dr. Joseph Obele, criticized the pace of progress on the multi-billion-dollar refinery projects and proposed the creation of a high-level facilitating panel<\/strong> to fast-track their completion.<\/p>\n

\u201cThe Nigerian people deserve clarity on when they can expect the refineries to commence operations,\u201d the group said.<\/p>\n<\/blockquote>\n

    Second Port Harcourt Refinery Key to Reducing Logistics Cost<\/strong><\/h3>\n

    While applauding the partial commencement of the old Port Harcourt refinery (60,000 bpd)<\/strong>, PETROAN emphasized the importance of the second Port Harcourt refinery (210,000 bpd)<\/strong>, which it says is critical to serving System 2E<\/strong>\u2014a distribution zone covering 13 states.<\/p>\n

    \u201cTransporting products from Lagos to System 2E is exorbitant. Local refining will ease this burden,\u201d PETROAN noted.<\/p>\n<\/blockquote>\n

    The group insists that NNPC must provide a specific, realistic timeline<\/strong> for completing the rehabilitation and commissioning of all the refineries, especially the high-capacity Port Harcourt unit.<\/p>\n

    \u201cUnacceptable Delays\u201d\u2014PETROAN President Decries Lack of Progress<\/strong><\/h3>\n

    PETROAN President Dr. Billy Gillis Harry<\/strong>, speaking in Abuja, described the continued delays as unacceptable:<\/p>\n

    \u201cNigerians deserve to know when the project will be completed. The huge amount borrowed for the project should concern every citizen.\u201d<\/p>\n<\/blockquote>\n

    He reiterated that the completion of the 210,000 bpd Port Harcourt refinery<\/strong>, along with the 125,000 bpd Warri and 110,000 bpd Kaduna refineries<\/strong>, would boost local petroleum sufficiency and stabilize prices<\/strong> nationwide.<\/p>\n

    Leadership Gaps and Accountability Concerns<\/strong><\/h3>\n

    PETROAN further noted that the vacant Managing Director position<\/strong> at the Port Harcourt Refinery was a key bottleneck and urged NNPC\u2019s new GCEO, Bayo Ojulari<\/strong>, to appoint a substantive MD immediately<\/strong>.<\/p>\n

    \u201cThis appointment would provide the necessary leadership and direction to drive the project forward,\u201d the statement said.<\/p>\n<\/blockquote>\n

    PETROAN also commended President Tinubu for appointing Ojulari, describing him as \u201ca round peg in a round hole,\u201d while charging him to approach his new role as a call to national duty<\/strong>.<\/p>\n

    Accountability and Transparency Demanded<\/strong><\/h3>\n

    As billions have been committed to the projects, PETROAN stated it would demand full accountability for every naira spent<\/strong>:<\/p>\n

    \u201cThe prolonged delay undermines Nigeria\u2019s goal of energy self-sufficiency and worsens the economic hardship faced by citizens.\u201d<\/p>\n<\/blockquote>\n
