The meeting was chaired by the <strong data-start=\"546\" data-end=\"625\">Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun<\/strong>, and attended by key stakeholders across the oil and finance sectors.<\/p>\n<p class=\"\" data-start=\"697\" data-end=\"985\">The initiative, which began on <strong data-start=\"728\" data-end=\"747\">October 1, 2024<\/strong>, allows local refineries to purchase crude oil and sell refined products in naira \u2014 a strategic move aimed at reducing Nigeria&#8217;s reliance on fuel imports, easing pressure on foreign exchange reserves, and ultimately lowering pump prices.<\/p>\n<p class=\"\" data-start=\"987\" data-end=\"1391\">However, implementation challenges emerged when the <strong data-start=\"1039\" data-end=\"1094\">Nigerian National Petroleum Company Limited (NNPCL)<\/strong> suspended the initiative on <strong data-start=\"1123\" data-end=\"1141\">March 10, 2025<\/strong>, citing that all available crude had already been sold in advance until 2030. Following that, the <strong data-start=\"1240\" data-end=\"1270\">Dangote Petroleum Refinery<\/strong> halted naira-based sales, citing concerns over currency mismatch with its dollar-denominated crude purchase obligations.<\/p>\n<p class=\"\" data-start=\"1393\" data-end=\"1649\">Despite these setbacks, a statement from the <strong data-start=\"1438\" data-end=\"1469\">Federal Ministry of Finance<\/strong>, signed by Director <strong data-start=\"1490\" data-end=\"1508\">Mohammed Manga<\/strong>, reaffirmed that the initiative is not only still in effect but will also remain a central pillar of Nigeria\u2019s energy and economic strategy.<\/p>\n<blockquote data-start=\"1651\" data-end=\"1839\">\n<p class=\"\" data-start=\"1653\" data-end=\"1839\">\u201cThe stakeholders reaffirmed the government\u2019s commitment to the full implementation of this strategic initiative, as directed by the Federal Executive Council (FEC),\u201d the statement read.<\/p>\n<\/blockquote>\n<h3 class=\"\" data-start=\"1841\" data-end=\"1870\">Broad Stakeholder Support<\/h3>\n<p class=\"\" data-start=\"1872\" data-end=\"2261\">The meeting brought together a wide array of stakeholders, including <strong data-start=\"1941\" data-end=\"1962\">Dr. Zacch Adedeji<\/strong>, Chairman of the Technical Sub-Committee and Executive Chairman of the <strong data-start=\"2034\" data-end=\"2075\">Federal Inland Revenue Service (FIRS)<\/strong>; <strong data-start=\"2077\" data-end=\"2095\">Mr. Dapo Segun<\/strong>, Chief Financial Officer of NNPCL; and representatives from the <strong data-start=\"2160\" data-end=\"2180\">Dangote Refinery<\/strong>, <strong data-start=\"2182\" data-end=\"2198\">NNPC Trading<\/strong>, <strong data-start=\"2200\" data-end=\"2209\">NUPRC<\/strong>, <strong data-start=\"2211\" data-end=\"2221\">NMDPRA<\/strong>, <strong data-start=\"2223\" data-end=\"2230\">CBN<\/strong>, <strong data-start=\"2232\" data-end=\"2239\">NPA<\/strong>, and <strong data-start=\"2245\" data-end=\"2260\">Afreximbank<\/strong>.<\/p>\n<p class=\"\" data-start=\"2263\" data-end=\"2492\">Participants reviewed progress and discussed solutions to ongoing implementation challenges, particularly concerns from private refineries over access to crude and the complexities of currency mismatches in sales and procurement.<\/p>\n<p class=\"\" data-start=\"2494\" data-end=\"2683\">The statement reiterated that the initiative is designed to <strong data-start=\"2554\" data-end=\"2651\">support sustainable local refining, bolster energy security, reduce foreign exchange outflows<\/strong>, and stimulate economic growth.<\/p>\n<blockquote data-start=\"2685\" data-end=\"2858\">\n<p class=\"\" data-start=\"2687\" data-end=\"2858\">\u201cImplementation challenges may arise from time to time. However, such issues are being actively addressed through coordinated efforts among all relevant parties,\u201d it said.<\/p>\n<\/blockquote>\n<h3 class=\"\" data-start=\"2860\" data-end=\"2907\">Private Sector Commends Government\u2019s Action<\/h3>\n<p class=\"\" data-start=\"2909\" data-end=\"3133\">Reacting to the federal government&#8217;s recommitment, <strong data-start=\"2960\" data-end=\"2978\">Dr. Muda Yusuf<\/strong>, Chief Executive Officer of the <strong data-start=\"3011\" data-end=\"3068\">Centre for the Promotion of Private Enterprise (CPPE)<\/strong>, hailed the move as a positive step for economic sustainability.<\/p>\n<blockquote data-start=\"3135\" data-end=\"3316\">\n<p class=\"\" data-start=\"3137\" data-end=\"3316\">\u201cThis is commendable and possibly an indication of good things to come under the new NNPC leadership and with the support of the coordinating minister of the economy,\u201d Yusuf said.<\/p>\n<\/blockquote>\n<p class=\"\" data-start=\"3318\" data-end=\"3474\">He emphasized that the arrangement reflects strategic economic thinking, rooted in energy security, self-reliance, and the conservation of foreign exchange.<\/p>\n<blockquote data-start=\"3476\" data-end=\"3630\">\n<p class=\"\" data-start=\"3478\" data-end=\"3630\">\u201cThis should be the norm for all sectors of the economy.
