Nigerian Lawmakers Propose Constitutional Reforms for Executive Power Rotation and Single Tenure

A coalition of over 30 lawmakers in the House of Representatives, known as the Reform Minded Legislators, is pushing for significant constitutional amendments. The proposed changes include the rotation of executive powers among Nigeria’s six geopolitical zones and the implementation of a single six-year tenure for the President and Governors.

Key Proposals:

  1. Rotation of Executive Powers:
    • To ensure equal representation, the lawmakers propose rotating executive powers among the six geopolitical zones.
    • This measure aims to reduce the desperation and agitation for state creation and promote national cohesion.
  2. Single Tenure of Six Years:
    • A single six-year term for the President and Governors is proposed to enhance governance efficiency and reduce government spending.
    • This proposal also aims to eliminate wastage and foster stability by preventing the frequent power struggles associated with re-election bids.
  3. Creation of Two Vice Presidents:
    • The proposal includes the creation of two Vice President positions: one from the southern part and the other from the northern part of Nigeria.
    • The first Vice President would be a succession Vice President, while the second would be a Minister in charge of the Economy.
  4. Financial Autonomy for Local Government Councils:
    • The lawmakers advocate for the financial autonomy and accountability of Local Government Councils.
    • An independent Consolidated Local Government Council Account is proposed, along with strict penalties for misuse of Local Government funds.
  5. Unified Election Day:
    • All elections, including presidential, governorship, National Assembly, state houses of Assembly, and local governments, would be held on the same day.
  6. Electoral Reforms:
    • Amendments to the Electoral Act include ensuring no election winner is declared until results are verified against the list of accredited voters and electronic devices like B-VAS.
    • Civil and criminal liabilities for INEC Officers who declare false results.
    • All election-related litigations must be resolved before the swearing-in of elected officials.
    • Provision of all election-related documents and materials to those challenging election results.

Benefits of the Proposed Reforms:

The Reform Minded Legislators, led by Hon. Ikenga Ugochinyere, emphasize that these reforms are designed to address long-standing distortions and limitations in Nigeria’s political system. They believe that these changes will lead to a more just, equitable, and efficient governance structure, ultimately benefiting all Nigerians.
